Exploration on New China's Environmental Protection Regional Cooperation——Taken Guanting Reservoir's Water Source Protection Work for Example

1972-1975年开展的官厅水库水源保护工作是新中国环境保护事业起步阶段一项重要的环境保护工程。面对严峻的污染形势，在党和国家的高度关注下，官厅水库水源保护领导小组迅速建立并开展了跨地区、跨部门的社会主义大协作，有重点、分批次地开展了水污染治理工作。在克服资金、物资、技术、管理等困难后，官厅水库水源保护工作取得了明显的成效。受当时发展水平及认识水平所限，水源保护工作也存在着制度建设缺失等问题。

Guanting reservoir's water source protection work during 1972~1975 is an important environmental protection project in the early stage of new China's environmental protection cause.In the face of the severe pollution situation,the leading group of guanting reservoir water source protection quickly established and carried out the trans-regional and cross-branch socialism collaboration and carried out water pollution control work in batches with emphases under the high attention from the Party and the State.After overcoming the difficulties such as funds,materials,technology,management,etc.,guanting reservoir' s water source protection work had got obvious achievements.Limited by the development and understanding level at that time,water source protection work also existed the problem of lacking system construction and others.
