西方协商民主理论的兴起源于人们对西方选举民主的反思和批判,之后便在世界范围内产生了广泛的影响。当代中国的民主政治发展已经进入新的阶段,中国协商民主理论面临着创新发展的新时期。如何看待它和西方协商民主理论的关系,如何从西方协商民主理论中获得借鉴,是当前我们必须面对的一个重要课题。本文主要把西方协商民主放在多元文化视野中进行多维透视,从另一个侧面揭示西方社会政治发展所存在的问题,尤其是选举民主存在的制度性缺陷以及协商民主在选举政治中所面临的问题。

The Western theory on consultative democracy originated in the reflection and criticism on Western electoral democracy, and subsequently exerted a widespread influence worldwide. At present, the democratic politics in China has been developed into a new stage, and the Chinese theory on consultative democracy is facing innovation and devel- opment. The important topics for us are how to understand the relations between Chinese and Western theories on con- sultative democracy and how we can learn from the Western theory on consultative democracy. The writer, from the multi- cultural perspective, made a multidimensional analysis on Western consultative democracy, and revealed the problems existing in the political development in Western countries, especially the systematic defects in the electoral democracy and the issues in electoral politics facing the consultative democracy.
