针对事业单位使用财政性资金采购货物、工程和服务的行为进行分析.以福建省省级政府集中采购目录及限额标准为例,明确政府采购的范围,重点分析政府采购的方式.属于政府采购范围的项目应该严格采购管理,不属于政府采购范围的采购行为应在本单位财务管理规范中明确采购主体及方式.目的在于解决实际采购工作中,不管资金来源、金额大小,无论是否属于目录内采购项目均实行政府采购方式进行采购的行为,简化采购流程手续,提高采购工作的质量和效率.

The article makes an analysis on public institutions＇ behavior in purchasing goods, pro- jects and services with financial funds. Taking the government centralized procurement catalogue and the prescribed procurement thresholds in Fujian as an example, it discusses the range and methods of government procurement. The items that belong to the range of the government procurement should be strictly supervised. The items beyond the range of government procurement should be identified the purchasing subject and methods in the unit＇s regulation of financial management. The purpose of this article is to solve the issues on simplifying the procedure, improving the quality and efficiency of government procurement regardless of the fund sources, the amount of procurement and whether or not belonging to the range of government procurement.
