中国民生支出的规模与结构及其国际比较

The Scale and Structure of China's Livelihood Expenses and Its International Comparison

通过财政支出用于民生范围的讨论,界定了中国民生支出的范畴。比较中国和欧美等发达国家民生支出占GDP的比重和民生支出项目的结构,发现虽然政府对用于民生的财政投入逐年增多,公共财政用于民生的支出占到了较高比重,但是中国政府对于民生支出占GDP的比重和欧美等发达国家还有不小的差距。最后,根据我国民生支出的现状,对公共财政如何进一步保障和改善民生进行思考。

This paper defines the category of Chinese people＇s livelihood expenses through the discussion of the financial expenditure for the people＇s livelihood. By comparing between China and the United States and other developed countries, such as the proportion of people＇s livelihood expenses accounted for GDP and the structure of people＇s livelihood projects, found that although the government for the livelihood of the financial investment increased year by year, public finance for the livelihood of the people spending accounted for a high proportion, comparing the Chinese government for the people＇s livelihood spending accounted for GDP with other developed coun- tries, such as Europe and the United States, there is still a big gap. Finally, this article takes thinking on how to further protect and im- prove people＇s livelihood by discussing the current situation of Chinese people＇s livelihood.
