信息公开与腐败治理——以G省国土资源信息公开实践为例

Information Disclosure and the Governance of Corruption:An Empirical Study of G Province

信息公开是治理腐败的重要工具。G省国土资源系统的实践探索表明,作为一种技术手段的信息公开有助于构建公众参与、社会协同的外部控权机制以及内部分权、科技监察的内部控权机制,从而压缩国土资源管理决策过程的暗箱操作空间,发挥对权力运行的监督和制约作用。目前,信息公开仍然存在着选择性公开、延迟性公开、统一性欠缺和内部外部不对称等问题,需要进一步细化信息公开目录、强化政府内部管理、优化电子系统建设,从而发挥预防和遏制腐败的功能。

Information disclosure is an important tool for the governance of corruption.The practice of the land and resources department of G province shows that the information disclosure is helpful to construct the external con-trol mechanism including public participation and social coordination,and the internal control system including in-ternal decentralization and technological supervision,which is conducive to the supervision of the power.However, there are such problems as selectivity,hysteresis,diversification and asymmetry in information disclosure.Detailed information disclosure directory,strengthening of the internal management of the government,and optimization of the e-government systems can prevent and curb corruption.
