Literature Review on Rural Public Goods Supplied in China

农村公共产品是巩固农业基础地位、促进农村经济社会可持续发展、提高农民生产生活、统筹城乡一体化发展的重要基础。然而,中国长期形成的城乡二元公共产品供给结构,使得农村公共产品的供给陷入总量不足、结构失衡、效率低下的困境,不仅无法满足广大农民日益增长的多样化需求,而且严重制约了农村、农业的发展,阻滞了全面建成农村小康社会的步伐。文章从农村公共产品的涵义、中国农村公共产品供给的制度变迁、供给现状及存在问题、供给对策等方面梳理了近年来学术界的相关成果,以期对该领域的研究有所脾益。

Rural public goods has been playing a fundamental role in the aspects of consolidating the basis of agriculture, promoting sustainable development in rural economy and society, improving the quality of rural life and integrating the development in both urban and rural areas. However, it was two different supplying systems of public goods in urban and rural areas that resulted in shortage, imbalance and low efficiency of rural public goods in China. This situation not only could not satisfy increasingly diverse demands of famers but also severely restricted the development of villages and agriculture. Meanwhile, it has built up a block in the process of constructing a comprehensively well-off society in rural areas. This essay has summarized the meaning of rural public goods, the changes in supplying systems in China, the current situations and problems of supplying and countermeasures in recent academic periodicals so that it could make a contribution to this issue.
