It analyzed the overall situation including the frame, issuance basis, issuance program and execution status of U. S. air pollutant discharge permitting system. It showed that the whole process of U. S. new rebuilding pollution sources and existing pollution were all under supervision by the implementation of pre - construction permitting and operation permitting system. According to U. S. experience, it put forward the countermeasures and Suggestions for perfecting the air discharge permitting system of China.
