摘要
以白云区为例,基于一致性并借鉴城市蔓延理论初步建立了测度规划调控城镇扩张有效性的指标体系。结果表明:研究区城镇用地合规率为88%,新增城镇用地主要位于规划区北部,集中度较低,南部开发已近饱和;城镇用地规划区仍有较大剩余空间,但实际规划控制指标无法满足剩余年限用地需求;规划区外城镇用地增速快于规划区内,违规用地开发以内部填充和外延拓展为主,在事实上起着提高城镇用地连接度的作用。文章还定性探讨了规划有效性的影响因素。
Taking the integrated land use plan for Baiyun District as a case, the evaluation method for assessing plan effectiveness for controlling urban land development was established based on spatial conformance by employing spatial analysis technology and urban sprawl index. The results indicate that: 1) the general consistency rate is 88% and newly developed urban land is dispersive and mainly in the north while the southern part has already been highly developed; 2) The area of urban sphere delimited by the plan drastically exceeds the quotas made by superior which would hardly meet further need for construction land; 3) Urban land development in the planning area, mainly characterized with infilling and joint expansion, is faster than that beyond the plan, which reduces the fragmentation of urban area. Moreover, this study qualitatively enumerated main influences for plan effectiveness.
