小型农田水利的农户参与式管理研究进展与述评

Research Progress and Review on the Farmers' Participation in Management of Small-scaled Farmland Water Conservancy

随着生态环境日益恶化、气候变化异常,大规模重大洪涝灾害时有发生,再度引发了人们对农田水利的关注。2011年中央一号文件将农田水利建设提升到粮食安全的战略高度,随之加大了财政资金对大中型水利工程的投入。这些资源能否有效地发挥作用取决于"最后一公里"即小型农田水利,于是如何有效地管理小水利成为社会关注的焦点。采用文献研究法从农田水利建设的投入机制、农田水利设施的产出效益、农户参与小型农田水利管理的意愿、女性参与行为分析等方面梳理了国内外已有研究,指出了其不足之处,并进一步提出了灌溉农业模拟研究的方法、完善绩效指标的核心集、提高数据的可靠度等几个未来拓展研究方向。

With the deterioration of ecological and abnormally change of climate, massive flood disasters happen occasionally,and that again raises concerns about farmland water conservancy. The 2011 No. 1 document in Central Committee lifted its construction to the strategic position of food safety, and then the investment of financial fund in large- scale and middle-sized water conservancy projects was increased. Whether these inputs could be working effectively depends on ＂the last mile＂, namely, small-scaled farmland water conservancy, and then how to manage it effectively become the social concerns. This paper adopted documentary research method to review present researches at home and abroad from some perspectives, such as the input mechanism of irrigation and water conservancy, the output effect of the establishments, the willingness of farmer participating in its management,analysis on female participation behavior and so on. Then it pointed out their deficiencies, and put forward a few expanding directions of this research in the future, such as investigative methods of simulation on irrigation agriculture,the perfection of the core set of performance index, and improvement of the data reliability and so on.
