摘要
党的十八届三中全会拉开了全面深化改革的大幕,而农村宅基地制度改革是其重要一环,事关广大农民的切身利益。用比较研究和逻辑分析等方法探讨了如何改革完善农村宅基地制度,以赋予农民更多的财产权利。研究结果表明,宅基地使用权难以自由流转是农村宅基地及房屋市场财产权利缺失的根本原因。只有改革完善农村宅基地使用权制度,顺应农村宅基地使用权市场化、资本化的发展态势,实现农村宅基地使用权产权对价和增值功能,才能赋予农民更多的财产权利。
The use right of rural residential land is an important wealth and assets. It is difficult to transfer freely because of its long history. The Third Plenary Session of the Party put forward that we should reform and improve this system to give farmers more property rights. It requires us to follow the law of rural residential land use rights market and the trend of capital development, to break through the barriers of rural residential land use right circulation so as to realize the free transition and property price which is given by its investment in value-added functions.
