西部地区新型城镇化健康发展路径研究——以四川省泸州市为例

Healthy Development Strategies of New Urbanization in Western China: A Case Study of Luzhou City,Sichuan Province

实施西部大开发战略以来,西部地区城镇化速度明显加快,但存在城镇化水平低、城镇规模结构与空间分布不合理、城镇功能不完善、资源环境压力较大等突出问题。随着国家新型城镇化规划的深入实施,我国城镇化进程将进入新的发展阶段,西部地区城镇化健康发展的需求更加迫切。以四川省泸州市为案例,在分析当前城镇化进程中存在问题的基础上,提出推进泸州市城镇化健康发展的主要思路,并从农业转移人口市民化、新型城镇体系与格局、产业支撑、城镇功能、机制体制创新等方面构建泸州市新型城镇化健康发展的具体路径。

Since the implementation of developing-the-west strategy, the steps of urbanization in western China has accelerated apparently, but there are some outstanding problems, such as low level of urbanization, irrationality of urban scale structure and spatial distribution, imperfection of urban function and the large pressure of resources and environment. With the further development of the national new urbanization planning, the process of urbanization in China will step into a new stage of development, and the demand of healthy development of urbanization in western China will be more urgent. Taking Luzhou of Sichuan Province as a case, the paper,based on the analysis of problems in current progress of urbanization, puts forward the main ideas of promoting the healthy development of urbanization and specific paths of forming the healthy development of new urbanization in several ways,such as the citizens of transferring agricultural population, the system and pattern of new urban, industrial support,the functions of urban and innovation of mechanism and system
