府际关系调整在国家治理体系中的作用 被引量:37

The Function of the Adjustment of Intergovernmental Relations in National Governance System

摘要 国家治理体系和治理能力是一个国家制度和制度执行能力的集中表现,国家治理主要通过政府体系,政府体系中的体制和机制共同构成了府际关系,通过府际关系的调整可以达到政府体制的全面性和合理性、政府机制的适用性和有效性。府际关系是职责关系,府际关系引导和约束着政府行为。调整纵向府际关系从明晰央地职能分工入手,通过确权和确责理顺纵向府际关系。调整横向府际关系从摆脱地方间恶性竞争入手,鼓励合作,引入区域治理和府际管理,理顺横向府际关系。 A country's governance systems and governance capacity are direct manifestations of the country's institutions and these institutions' executive power. The governing of a country is made possible by the systems of government. The systems and mechanisms within a government system constitute what we call as intergovernmental relations.The adjustment of intergovernmental relations can help government system to become more comprehensive and sensible, and governmental institutions more adaptable and effective. Intergovernmental relations are the relations of responsibilities, guiding and regulating the behavior of governments. The adjustment of vertical intergovernmental relations should begin from clarifying the functions of central and local governments, ascertaining their rights and obligations.Meanwhile, the adjustment of horizontal intergovernmental relations should begin from removing vicious competition among local governments. It should encourage cooperation between local governments, and promote regional governance and intergovernmental management.
