中国海洋经济绿色效率的测量及其影响因素

On the Evaluation of Chinese Marine Economy Green Efficiency and its Acting Factors

发展绿色海洋经济对中国意义重大。中国海洋经济绿色效率的提高,以海洋经济绿色效率的测量及其影响因素的分析为前提。本文通过界定＂海洋经济绿色效率＂,构建海洋经济绿色效率的评价指标体系,使用因子分析法和DEA方法,测量中国海洋经济绿色效率,采用经济增长传统研究框架,建立固定效应变系数模型,运用2003~2012年间沿海地区的面板数据进行检验,结果表明：在海洋经济发展的初级阶段,除河北省外,中国东部沿海各地区及整体的海洋经济绿色效率的影响因素不明确;河北省的海洋经济第二产业的比重对其海洋经济绿色发展的投入与该省海洋经济绿色效率负相关;该省海洋产业人力资本投入与海洋经济绿色效率正相关。

The development of green marine economy means a lot to China. In order to improve the efficiency of the marine economy green efficiency,it is a must to find out the acting factors influencing marine economy green efficiency and propose related suggestions. A set of evaluation index is established by taking the definition of ＂Marine Economy Green Efficiency＂. By using factor analysis method and DEA method,we evaluate the marine economy green efficiency. Then,the evaluation is done with the data of the 11 coastal areas under the fixed- effects variable- coefficient model. Results show that in the developing stage,there is no outstanding factors influencing the eastern coastal areas except Hebei province; improvement to increase the proportion of marine second industries and more input for marine economy green development worsens the marine economy green efficiency,while the increase of human recourse in the marine industries improves the marine economy green efficiency.
