新常态下的“三农”问题

Issues of Agriculture,Rural Areas and Farmers Under New Normal

经济发展进入了增速放缓,经济结构调整的新常态,以制造业为主的第二产业发展出现乏力。在此形势下,农业、农村如何发展,农民如何实现增收面临新的挑战。通过结合新常态的特点,从农业现代化、制度创新、农村金融改革、新型城镇化、农民增收五个方面分别讨论"三农"问题。其核心观点是,在新常态下,农业现代化是农业经济发展的动力;制度创新是促进城乡一体化的关键;农村金融改革和新型城镇化是发展农村的有效措施;实现农民增收新突破是解决"三农"问题的核心。

While economic development has entered a new normal of economic slowdown and adjustment of structure,the development of the second industry based on the manufacturing appears weak. Under this situation, how to develop agriculture and rural areas and how to increase the farmers income face challenges. This paper discussed ＂three rural＂ issues from five aspects based on the character- istics of the new normal, which are the agricultural modernization, system innovation, rural financial reform, new urbanization and farmers ~ income increment. The key points of this paper are as follow：Under the new normal, modernization of agriculture is the driving force of agricultural development ; System innovation is the key to promoting the integration of urban and rural areas ; Rural financial reform and new urbanization are the main measures in rural development;Achieving new breakthroughs of Farmers＇income increment is the core of solving ＂three rural＂ issues.
