安徽是一个农业大省、人口大省和资源大省,发展基础教育的重点在农村。基础教育质量监测的基本目标是以全面推进素质教育为核心,转化农村基础教育评价管理体制,根本任务是要建构与完善农村中小学学业成就评价体系,以建立有效的农村基础教育质量监测体系。农村基础教育质量监测需要制度立法和政策规制,体现国家教育方针的政策性、监测工作的专业性、运行机制的独立性等基本要求。

Anhui is a major agricultural province with a large population and rich resources. The top priority of basic education development is in rural areas. The basic goal of quality monitoring of basic education is to comprehensively promote quality education as the core, to transform the rural basic education evaluation management system. The fundamental task is to build and improve the evaluation system of rural primary and middle school education, to establish an effective rural basic education quality monitoring system. The quality monitoring of the rural basic education needs the system legislation and policy regulation, which reflects the basic requirements of the policy, the professional and the operating mechanism of the national education policy.
