Buchanan holds that constitution, which is considered as ＂meta-rules＂, is the basic rules for making policies in political market. Political rules can most effectively help correct government failures. They are based on the ethics that human nature is both good and evil.They？involve rule making and rule execution. The criteria for them include unanimity, majority and universality. The aim of them is to establish a limited government and a great society of free order.Buchanan＇s political rules are helpful for the current government to improve its management and reform, but they also have their limitations. The purpose of reforming political rules is to build up a prestigious government and a great society.
