基于非参数DEA方法的我国工业能源效率研究

摘要 基于非参数DEA方法,将CO_2作为环境投入要素,结合中国35个工业行业面板数据,综合测算了工业行业的能源利用效率。研究发现,十二五开局期间,发现我国工业行业在此期间能源利用效率出现了下滑;我国工业行业间的能源效率差距虽然在缩小,但差距依然很大;我国工业行业能源波动较大的行业,绝大部分都是能源效率偏低的行业,我国工业行业能源效率波动较小的行业,绝大部分是能源效率偏高的行业;规模效率的下降极大地阻碍了我国电力行业能源利用效率的提高,技术的落后及管理的不善是导致规模效率不进反退的主要因素。 Based on non parametric DEA method,it considers carbon dioxide as environmental input elements and it calculates comprehensive energy utilization efficiency in industrial sectors combined with 35 industrial panel data in China.The study shows that energy utilization efficiency in industrial sectors was down at the beginning of the 12 th five year plan.Although energy efficiency gap between industrial sectors in China is narrowing,the gap is still obviously large.Chinese industrial sectors energy efficiency is low with high energy fluctuations and Chinese industrial sectors energy efficiency is high with low energy fluctuations.Scale efficiency decline greatly hinders energy utilization efficiency increasing of Chinese electric power industry and backward technology and poor management causes scale efficiency drop off.
