摘要
近年来,国家电网公司加强了工程项目投资计划执行进度管理,投资计划完成进度统计与考核口径逐步由形象进度完成情况转变为以财务支出、入账金额为主。国家电网公司通过在系统中部署应用业务预算全链条管控工具,完善了项目创建校验机制,实现项目预算执行情况实时查询,加强项目预算管理。基层单位按照"统一管理、专业负责"的原则,以"深化应用,实时管控"为目标,以工程项目全链条管控工具为辅助手段,合理预计项目资金支出,强化项目成本入账跟踪,构筑科学化、精益化、集约化、标准化相结合的基建预算管理体系,实现工程项目预算闭环管理。
For the past few years,State Grid has reinforced the management for execution schedule of engineering project investment plan.The method of statistics and assessment of investment plan complete status has been changed from imagery to financial affiliation.State Grid improved and perfected check mechanism for projects through arranging application service budget in the system by full chain management and control,thus real-time query can be realized,and budget control for projects can be enhanced.Under the principle of unified management,professionalization and responsibility,and the aim of reinforcing application and real-time control,primary units take full chain management and control as supplementary means to reinforce record of cost and build a system that is scientific,lean,intensive.
