“警力无增长改善论”溯源、比较和启示

On the Cause, Comparison and Inspiration of the“Theory of Improving the Police Force without Increase”

英国人约翰·安德逊最早提出了"警力无增长改善论",在此理论指导下,英国近200年来主要采取五种方式实现了"警力无增长改善":一是精简警察机关及其内设机构;二是在划清事权的基础上,通过立法强化中央与地方之间以及地方警察之间的执法协作;三是依法规范使用警务辅助人员;四是广泛应用视频监控、DNA等技术手段,实现科技强警;五是对警察进行实战化的教育训练。我国的警务改革可以立足国情警情,借鉴国(境)外的有关理论和经验做法,依法规范公安机关及其内部机构设置,强化执法协作,规范使用辅警,加大科技强警与教育训练力度,从而力争实现"警力无增长改善"。

It is the British John Alderson who first proposed the ＂Theory of Improving the Police Force without Increase＂. Under its direction, in the late 200 years, Britain realized the theory by taking the following five measures： 1. to simplify police agencies and their internal organs; 2. to classify administrative powers, and then strengthen the cooperation between central departments by legislation; 3. to make normal use and local police departments and among local police of police assistants according to law; 4. to apply widely technical methods including video monitors, DNA, etc. to improve the police with technology; 5. to train the police with simulated combats. In China, we can reform the police according to our situation, take foreign theories and experiences for reference, standardize police agencies and their internal organs, enhance the cooperation of law-enforcement, employ policing assistants in a normal way, promote the appliance of technology as well as education and training, so as to realize the Theory of Improving the Police Force without Increase.
