随着人民群众对于良好环境的诉求日益强烈,加上对环境问题认识的不断深入,监测内容有了更广、更多、更深的要求,单纯依靠政府的环境监测系统已无法满足国家、社会和公众的要求,政府环境监测无疑是公共服务的重要提供者,但绝不是唯一提供者,实现公共服务供给主体的多元化和供给方式的多样化,提高公共服务供给效率,降低行政成本。环境监测要在外包市场化进程中发挥主导作用,使角色由"划桨"转为"掌舵"。

With the strengthening public appeal for good environment and deepening understanding of environmental problems,the monitoring content has a wider,more and deeper requirements. Relying on the government＇s environmental monitoring systems have been insufficient to meet the requirements of the state,society and the public. The government environmental monitoring is the important provider of public services,but are by no means the only provider,realize the diversity of public service supply and supply way of diversification,so as to improve the efficiency of public service supply,reduce administrative costs. Environmental monitoring to outsourcing to play a leading role in the process of marketization,in short,the role should be from＂paddle＂to＂steering＂.
