基于信息共享的新型污染源管理机制研究

Exploration of New Pollution Source Management Mechanism Based on Information Sharing

为解决当前环境保护行政主管部门内设职能机构条块分割、自成体系、各行其政导致的污染源基础数据"数出多门"问题,提出建立基于信息共享的新型污染源管理机制。论述了新型污染源管理机制的基本架构与运转模式,阐述了新型污染源管理机制的实现途径与运行方式,对综合信息平台的构架与设计提出了具体意见,将纪检、监察监督引入环境保护日常一线工作领域,实现污染源管理"三权分离"与"权力制衡",控制"人治"风险,提高污染源基础数据质量。

Current pollution statistics often come from multiple sources due to the existence of different administrative departments and functional organizations in environmental protection authorities. To solve this problem this paper proposed new pollution source management mechanism based on information sharing. The paper discusses the basic framework and operation mode of new pollution source management mechanism,expounds the realization and operation methods of new pollution source management mechanism. The specific opinions of architecture and design of the integrated information platform are put forward. This paper introduces disciplinary inspection and supervision in environmental protection daily work,realizing ＂separation of powers＂and＂power balance＂in pollution source management to control the risk and improve the quality of pollution source data.
