摘要
有效解决城市"垃圾围城"现象是推进中国城市化进程的重要举措之一。文章在总结国内外学者对BOT项目研究的基础上,结合中国实际,构建具体的风险评价指标体系。并借助MATLAB7.0软件,运用层次分析法对各项目风险指标进行权重测算与排序,确定各风险要素的重要性,得出金融风险所占权重最大,政治风险权重最小。最后,针对测算结果与项目建设的实际情况,提出相关的对策建议,为科学有效地建设和管理城市垃圾处理BOT项目提供参考依据。
It's one of the important measures to effectively solve the phenomenon of city junk siege to promote the urbanization in China. This article reviewed specific risk evaluation index systems on the basis of the research of BOT project from summarizing domestic and foreign researchers,and the actual conditions of it,structures specific risk evaluation index system. With the help of MATLAB7. 0 software,it uses the analytic hierarchy process( ahp) to measure and analyze the risk factors which is based on the BOT project of city garbage disposal. By analyzing the weight of the project risk,it confirmed the importance of every risk and found out that financial risk is the most important and political risk is the lowest. Finally,it puts forward relevant strategies and measures,which offers useful reference work for building and managing the BOT project of city garbage disposal scientifically and effectively.
