摘要 目前,我国基于供应链管理的食品安全体系中存在着物流、信息流和资金流等方面的问题,普遍重事后监管和分段监管,轻事前预防与全过程控制。食品安全体系的构建包括建立食品安全采购系统和食品供应链可追溯系统,完善市场准入制度。这就应该明确政府部门职责分工,完善监管组织体系;健全责任体系,强化企业责任意识;进一步整合食品检验检测资源;优化安全风险评估,健全应急处置体系;加大人员经费投入,健全基层组织机构建设和加强重点环节监管,提高专项整治质量,努力开创食品安全监管的新局面,确保消除食品安全隐患。 The food supply chain management in China has problems with material, information and cash flow. Post-event supervision and segmented supervision are more popular rather than beforehand prevention and overall process control. To build a food safety system, a procurement system and traceable supply system must be established and the market access system must be improved. In this connection, the assignment of responsibility of governmental departments must be clear to improve the organization system for supervision. Enterprises should enhance the awareness of corporate responsibility with a sound accountability system. Food inspection resources could be integrat-ed. Risk evaluation for the safety should be optimized. The emergency disposal system should be improved. And the staff expenditure should be increased to accelerate the organizational construction at the primary level for intensifying the supervision at key links and in-creasing the efficiency of special projects.
