摘要
基础设施评价是区域性基础设施规划建设的前提和基础。针对现有文献对区域性基础设施评价相对薄弱的事实,在借鉴国内外相关理论研究与实践案例的基础上,对区域性基础设施评价的对象、视角、指标体系等关键问题进行探讨。区域性基础设施是影响和作用范围超出单个城市、具有基础作用的设施,包括交通、能源、信息、水利、防灾5个子系统。从发展水平、空间协调、系统协调3个视角对区域性基础设施进行评价,并按照"目标层-指标层"2个层级构建评价指标体系。
The infrastructure evaluation is the basis for the regional infrastructure planning and construction. In view of the existing literature for regional infrastructure evaluation being relatively weak and based on the domestic and foreign related theory research and practical cases, this paper pointes out regional infrastructure, the influence and function of more than a single city, has basic function facilities and includes transportation, energy, information, water conservancy, disaster. Regional infrastructure can be evaluated from three angles of the development level, spatial coordination, system coordination, and in accordance with the ＂target layer-index layer＂, two level evaluation index system is constructed.
