长期以来,政府以投资者、管理者和经营者的多重身份介入城市基础设施及市政公用事业(非经营性项目)的建设,形成了一种高投入,高消耗,低效率的公共产品生产模式,政府面对巨额的城市基础设施及市政公用事业建设资金,政府财政已不堪负重,如何加快政府投资项目融资方式的改革,提高投资效率,广泛吸引社会资本进入城市基础设施建设等领域,解决城镇化建设时期的资金供需矛盾,成为了我国政府投资项目建设中的重要问题。政府和社会资本合作模式(PPP)成为时下建设行业最受欢迎话题。本文重点介绍非经营性(没有任何价格机制和现金流入,主要产生社会效益)或准经营性(有价格机制和现金流入,但无经营利润,成本无法收回)项目的 PPP合作模式。

For a long time, multiply acted as investors, administrators and operators, the Government is running the urban infrastructure and municipal utilities （non -Profitable projects） , with a high investments, high consumption and low efficiency of public production mod- el. The Government＇ s finances have been unbearable loaded under facing huge urban infrastructure and municipal utilities construction funds. It has become important issues of government investment to find out how to accelerate the reform of government investment project fi- nancing, to improve investment efficiency and attract a wide range of social capital into urban infrastructure construction and other fields to resolve the contradiction between supply and demand of funds urbanization construction period. Since Public -Private -Partnership （PPP） has become the most popular topic nowadays in Construction area, this article focuses on non - Profitable （ without any price mechanism and cash inflows, mainly produce social benefits） or quasi - Profitable （ with the price mechanism and cash flow, but no operating profits, the costs could not be recovered） PPP model of the project.
