中高职衔接一体化人才培养:问题分析与实践探索

中高职衔接是构建现代职业教育体系、搭建人才培养立交桥的基础前提。尽管各级政府高度重视,大力推进,但调查发现,中高职衔接至今还存在着社会重视不够、办学条件差、生源不足、学生基础差、生存压力过大、衔接意识差、办学理念难提升、招生制度改革难突破、利益均衡问题难协调、办学基础条件难统一等诸多现实问题。推进中高职衔接工作,一要解决认识观念、体制机制、政府政策支持的问题;二要着力解决统筹推进、基础缺失和支持保障的问题。

The integration of secondary and higher vocational education is the foundation for constructing the modern vocational education system and building the talents cultivating bridge. Although governments at all levels attach great importance to and give great impetus to the integration of secondary and higher vocational education,it is found through the survey some problems exist in integration of secondary and higher vocational education, such as insufficient social attention; poor school-running conditions,insufficient source of students, poor literacy basis of students, great living pressure, poor cohesion consciousness,the school-running concept being difficult to upgrade, the enrollment system reform being difficult to break through, the interests balancing being difficult to coordinate, the schoolrunning basic conditions being difficult to be unified,etc. To promote the integration of secondary and higher vocational education, it is necessary to firstly solve problems in cognition consciousness, system and mechanism and government policy supporting, and secondly strive to solve the problems in coordinating development, foundation lacking and supporting and guaranteeing.
