浙江方溪水库工程移民安置监督评估工作分析与总结

Analysis and Summary of the Supervision and Assessment of the Immigration Resettlement of Zhejiang Fangxi Reservoir Project

目前,我国水库移民的数量与规模与日俱增,但移民安置监督的评估工作与绩效工作的发展并不平衡。移民安置监督评估是我国在大中型水利水电工程建设中强制推行的社会监督制度;移民安置监督评估的主要内容包括移民安置实施阶段的移民安置综合监理和移民安置独立评估两项工作。以浙江省临海市方溪水库工程移民安置监督评估工作为例,总结和探讨了水库移民安置监督评估工作的创新方法。

At present, the number and scale of reservoir immigrants in our country are increasing, but the assessment of the resettlement and supervision and the development of performance is not balanced. The supervision and assessment of immigration resettlement is the social supervision system in the construction of large and medium-sized water conservancy and hydropower projects. The main contents of the supervision and assessment of the immigration resettlement are included in the implementation phase of the resettlement of the integrated supervision and resettlement of the two independent assessment of the work. In this paper, a new method for the supervision and evaluation of the reservoir resettlement is summarized and discussed in this paper, taking the supervision and assessment of the immigration resettlement project of Fangxi Reservoir of Linhai City, Zhejiang Province as an example.
