特大型城市流动人口有序融入的对策探讨——基于北京市流动人口的调研分析

Discussion on Countermeasure of Ordered Integration of Floating Population in First-tier Cities

近年来,北京市在流动人口融入上采取了一些切实可行的措施,尽管取得了显著成效,但仍存在不足,如限制人口合理、有序流动的制度性障碍还没有完全破除,传统思维模式仍然禁锢着人们的头脑,劳动力市场的社会化服务体系建设严重滞后等。为此,应以流动人口服务管理制度的规范性和系统性建设为切入点,通过不断创新管理方式和机制,加强劳动力市场的社会化服务体系建设,以促进特大型城市经济社会可持续发展。

In recent years,some effective countermeasures have been made about integration of floating population in Beijing City,which gets prominent effect. While,there are still some deficiencies,for example,system obstacle of ordered floating has not been eliminated,traditional thinking model has restrained people,and construction of social service system of labor market has lagged behind. Hence,we should begin from construction of standardization and systematization of system of service management of floating population,and then strengthen construction of social service system of labor market by innovating management mode and mechanism,promoting sustainable development of economics and society in Beijing.
