广东省产业结构与就业结构偏差原因及对策研究

An Empirical Study on Deviation of Industrial Structure and Employment Structure of Guangdong

通过考察广东省产业结构和就业结构变动趋势以及就业弹性,发现2000年以来广东就业增长与经济增长同步的趋势更加明显,但就业增长率远低于经济增长率;同时,通过与其它国家相似人均GDP时期的比较,发现广东省的三次产业就业结构滞后于国际经验.进一步对产业结构和就业结构的偏差原因进行实证分析,可发现第三产业偏离度取绝对值后没有较大变化,表明劳动生产率发展缓慢,第三产业没有吸收大部分新增劳动.而产业结构与就业结构发展不均衡的最重要原因是区域经济的不协调发展、制造业转型升级发展后劲不足以及第三产业发展层次和水平较低.

Studying on the data of industrial structure, employment structure and the elasticity of employment of Guangdong, this paper similar period of found that the employment increasing rate is lower than economic increasing rate since 2000. Comparing with the GDP per capita of other countries, the three industrial employment structure of Guangdong is backward. Furthermore, this paper analyses the real reason of the deviation between industrial structure and employment structure. The results show that the absolute value of deviation in service industry has not ehanged which means that the service industry haven＇t fully absorbed the new adding labor. The discordance development of regional economic manufacturing sector＇s unsustainable development and the lower level of service industry are the real reasons.
