高新技术产业作为技术和经济的纽带和桥梁,具有高技术含量、高附加值和高竞争力的特点,是推动区域经济发展的新的增长点,是加快经济向集约式发展方式转变的重要动力,是促进产业结构优化升级的的"助推器"。淮南作为典型的资源型城市正处于经济和社会发展的关键时期,如何加快高新技术产业的发展,提高技术转化率,增加区域竞争力,是淮南面临的重要社会经济问题。

As the link and bridge between technology and economics, new and high-tech industries are filled with the characteristics of high technology, added value and competitive strength, whieh are played as a new growth point to promote the development of regional economy and an important force to speed up the transformation mode of intensive economic growth, as well as a ＂booster＂ to stimulate the optimization and upgrading of industrial structure. As a typical resource-based city , Huainan is currently in a critical period of economic and social development. Therefore, how to speed up the development of new and high-tech industries and raise the transformation rate of technology ,adding with the aim for increasing regional competitiveness, is an important social and economic problem for Huainan.
