西部城镇化质量问题及其提升路径研究

A study of the quality of urbanization and the development path in western region

整体处于农村社会但也已出现城市病苗头的西部省区,迫切需要在加快推进城镇化进程的同时,吸取东部城镇化发展经验教训,后发赶超,及早把提升城镇化质量放在更加突出的位置,防患于未然,避免走他们走过的老路、弯路。尽快探索出一条能为所有欠发达地区提供经验借鉴的"低消耗、低排放、集约型"的高质量的城镇化之路,尤其要探索城镇化水平和质量的同步提升路径。因此,在借鉴已有研究成果的基础上,有所创新地构建了城镇化质量监测与评价指标体系,选取典型省份对其城镇化质量进行了监测与评价。通过分析对比得出结论:西部城镇化水平滞后于全国平均水平,且参差不齐;西部城镇化质量不高,且相差悬殊;城市现代化水平不高,且有下降趋势;西部城乡一体化实现程度低,且二元结构明显。由此提出:西部省区应直面差距,遵循规律,乘势而上,吸取教训,后发赶超;在重视发展速度的同时,更要提升城镇化质量,提质增速同步,破解城乡二元结构,实现城乡一体化发展。

With the deepening of the western development,the western regions have moved into the stage of rapid development of urbanization , but there is too much to pursue growth in urbanization process, and focus on the quality of urbanization serious shortage.This paper reviews the research literature on the basis of the evaluation of the quality of urbanization,urbanization connotation from building a quality evaluation index system of urbanization,urbanization from typical of others province of the west quality evaluation.As an important part of China’s urbanization, the West’s urbanization not only drops far behind China’s average but also behind the West’s own social and economic development.Quality of urbanization in western provinces, autonomous regions and municipalities directly under the central government presents unbalanced development situation.The increasing gap between urban and rural,agricultural development is slow.the level of urbanization in the western region measure, and as a basis,accelerate the development process of urbanization western region, while attention and improve the quality of the development of urbanization, making the speed and quality of urbanization development coordination , so as to realy raise the level of development of the western region of urbanization.
