基于群决策的保障舰船战技指标需求系统构建

摘要 为解决信息化条件下舰艇编队保障舰船保障能力的有效发挥,基于群决策方法研究了保障舰船战技指标需求系统的构建。通过建立质量屋和重要度转化算法,完成"使命任务→作战能力→战技指标"的层层映射,从而确定各战技指标效益函数,实现对战技指标的优化赋值。系统的构建为舰艇编队乃至海军整体作战能力的形成发挥着直接和重要的支撑作用。 To effectively play the support capabilities of support ships in ship formation under information conditions,the construction of support ship tactical and technical index requirement system is researched based on group decision making.The main idea of the system construction is researching the whole requirement analysis process through quality function,and through building the house of quality and importance conversion algorithm to complete the layer mapping from task to combat capability,and to tactical and technical index. And through determining the benefit function of each tactical and technical index,the Optimization assignment of tactical and technical index is realized,in which all the qualitative problems( such as expert experiences) are processed by group decision making. The construction of the requirement system plays an essential role in the capability building of ship formation and the navy.
