应用数据包络分析评价我国卫生资源的省际效率研究

Data Envelopment Analysis in Evaluation of Inter-provincial Health Resource Efficiency

目的探讨我国各省区医疗资源投入产出效率,了解我国医疗资源规划情况,为我国进一步合理规划医疗资源提供科学依据。方法使用数据包络分析对我国不同省份医疗资源的利用效率进行研究与比较。研究从《2012年中国卫生统计年鉴》中提取31个省,自治区,直辖市医疗卫生资源的6项指标及其数据,利用DEAP软件测算我国省份之间卫生资源的利用效率。结果 DEA总体有效共有11个省份,占全国比例35.5%,综合效率,技术效率与规模效率由高到低均呈现"东部—西部—中部"的格局,而规模报酬则"中部—东部—西部"逐渐递减。结论本研究表明中部地区医疗资源利用效率不足,有待改善的现状。省际之间医疗资源利用效率有待提高。

Objective To discuss the input and output efficiency of health resource in the provinces and regions in China, understand the health resource planning status and to provide reference for further reasonable planning of medical resources. Methods Utilization efficiency was compared among different provinces and regions with data envelopment analysis. Thirty one provinces, autonomy regions and municipalities were selected from China Health Statistics Yearbook （2012） and 6 indexes were chosen to analyze the utilization efficiency with DEAP software. Results Eleven provinces were valid for the analysis, accounting for 35.5% of the whole country. The combined efficiency, technical efficiency and technical efficiency exhibited a declining pattern as east- west- middle, while the returns to scale exhibited a declining pattern as middle -east -west pattern. Conclusion This study shows that the resource use lacks of efficiency in middle area and needs to be improved. The inter- provincial medical resource utility efficiency is yet to be elevated
