论我国医疗救助的法制改革

Legal system reform of medical assistance in China

医疗救助是国家对因疾病须治疗又无经济能力的公民给予专项帮助和支持,与社会医疗保险共同构成一国公民的健康安全网。我国应当推进医疗救助法制的改革进程,加强医疗救助的城乡统筹,明确医疗救助的对象,发展事前、事中的医疗救助,改进与社会医疗保险的衔接。

Medical assistance is the country＇s special help and support to the citizens who need to require treatment and have no capability to afford health service,together with the social medical insurance constitute a health and safety net of country.China should promote the reform process of the legal system of medical assistance,strengthen medical assistance of the urban and rural areas,and clear the object of medical assistance,the development of before and during the process of medical assistance,improving cohesion with social medical insurance.
