农地征用过程中政府寻租行为的经济学研究

近年来随着我国国民经济的快速发展和城镇化进程的加快,城市逐渐向农村蔓延,需要征收更多的土地建造商品房、经济适用房、大型产业园区、铁路和公路等。在征地的过程中的各种利益关系日益复杂,各地政府强征地现象频发。政府为了所谓的政绩,强制征收农户的土地,开发商为了降低成本与官员勾结,严重损害了农户的权益。文章从经济学的角度分析了农地征用过程政府寻租行为产生的原因及所导致的资源浪费和福利损失等危害,并提出减少政府寻租行为的一些防治策略。

In recent years, with the rapid development of our national economy and accelerating the urbanization process, the city gradually spreading to rural areas, the need to collect more land for the construction of commercial housing, affordable housing, large industrial park, railway and highway etc.The relation between various kinds of interests in the land acquisition process is becoming more and more complicated, local government land acquisition phenomenon of frequent strong. The government in order to so-called achievements, the imposition of farmers＂ land, the developers in order to reduce the cost and the official collusion, serious damage to the farmers＂ interests. This paper analyzes the causes of the government rent seeking behavior in the process of agricultural land expropriation and causes the waste of resources and welfare loss damage from the perspective of economics, and puts forward some prevention strategies to reduce government rent-seeking behavior.
