Countermeasures to Accelerate the Development of Higher Education in Jilin Province under the New Normal Population

"人口—教育—经济"是一个相互依存、协调发展的系统。加快吉林省高等教育发展,实现高教强省目标,应审视分析"人口新常态"背景下吉林省人口增长缓慢、高等教育适龄人口下降、人口产业结构调整、人口老龄化趋势加速等诸多变化对高等教育发展所产生的深刻影响,处理好人口和教育的关系,处理好高等教育规模、结构、质量和效益的关系,通过更新教育观念、优化教育结构、改革投入方式等措施,努力实现高等教育优先发展、科学发展。

Population,education and economy is a system of mutual dependence and coordinated development.In order to accelerate the development of higher education in Jilin province and achieve the plan of developing province with higher education,we should analysis the influence brought by four facts under new normal population to higher education that the population growth of Jilin provincial is slow,the school-age population of higher education is declining,the population industry structure is changing and the trend of population aging is accelerating.We also should deal with the relationship between the population and education,deal with the relationship among scale,structure,quality and efficiency of the higher education,update educational concept,optimize the educational structure and promote reform of investment measures to achieve higher education＇s scientific and healthy development.
