Construction of Social Protection System for Children in the New Period: Background, Challenge and Prospect

儿童是国家和人类的未来,是社会可持续发展的最重要资源之一。重视并加强儿童社会保护是当今世界的普遍趋势。毫无疑问,我国随着经济发展、社会进步,在中央政府的高度重视下,儿童社会保护事业取得了值得肯定的成就。但就现状而言,我国的儿童社会保护体系建设尚存在种种缺陷与不足,制约了儿童社会保护事业的进一步发展,突出表现在儿童社会保护理念滞后,覆盖面严重不足、甚至尚未覆盖全部的困境儿童,保护形式单一、水平低、事前干预不足,责任主体不明晰,协调、整合机制未有效建立,社会力量参与不足,社会化监督、保障机制缺乏,发展不均衡、公平性不足,等等。因此,针对以上问题开展相应工作是健全、完善我国儿童社会保护体系的当务之急。

Children are the future of the country and humanity, who are also one of the most important resources for social sustainable development. It is a common trend to strengthen the social protection for children all over the world in the nowadays. With economic development and social progress, there is no doubt that our country has made much achievement in social protection for children under the great attention of the central government. But there are still shortcomings and deficiencies in construction of the social protection system for children, which restricts the further development of social protection for children, such as, the lag in idea of social protection for children, the narrow of coverage and without all children in dilemma included, the monotonic protection form, the low protection level and the lack of pre-intervention, the vague responsibility and the invalid integration mechanism, the lack of social participation, supervision and safeguard mechanism, unbalance and unfairness in development, and so on. So it is urgent to solve above problems to improve social protection system for children in China.
