论当前我国社会建设的实质内容及若干关键问题

The Essential Contents and Several Significant Issues of Social Construction in Current China

大力推动社会建设是当前和今后我国"五位一体"发展格局中的重要一环。要推动社会建设的发展,应该从理论上认真研究社会建设的实质内容,认真分析我国社会建设各个方面存在的问题,并在此基础上制定相应的制度和政策体系。本文结合我国社会的实际情况,分析当前我国社会建设的实质内容,简要回顾我国对社会建设的认识发展过程,并分析当前我国社会建设领域所面临的若干关键性问题。本文在对社会建设的认识方面,应该重点理顺民生事业与社会治理的关系、社会建设与经济建设的关系以及社会建设与社会发展的异同;在当前社会建设行动中,重点要解决社会建设主体的责任分配、增强社会建设主动性、改革社会体制、创新社会建设机制与手段、增加社会建设的人力资源和财政投入以及完善社会建设的指标和评估等方面的问题。

'Social Construction' is one of the five significant dimensions of the integrated development in China. To promote social construction effectively, it is important to theoretically analyzethe essential contents of social construction and the problems existing in social construction, then carry out the actual institution-building and policy-making process. For these purposes, based on China's actual situation, this paper, try to analyze the essential contents of social construction, review the historical process of our country'scognitive development of social construction, and focus on several significant problems existing in China's current social construction.The paper points out that it is important to clarify several significant concepts and the related theoretical issues, including the relationships between social welfare and social governance, social construction and economic construction, social construction and social development. Several key practical issues in the current social construction process are discussed in this paper, including how to share the responsibility among different actors, how to increase activeness, the necessity and ways to reform the institutions and mechanism of social actions, to enlarge human and financial resources, and to set up proper indicators for the evaluation of policies/actions in social construction.
