在当前,从创新社会管理到创新社会治理是党的治国理政理念和方式的重大理论提升,实质是强调政府主导、实行"多元共治"。在这一改革主流趋势下,社会工作凭借其专业化、职业化社会服务的专长,以及在化解社会矛盾、解决社会问题的独特优势,成为协同创新社会治理的前沿力量。但在现实运行中,社会工作与社会治理协同创新,尚存在着如何实现社会协同和协同创新等一系列问题。解决这些问题,要正视专业社会工作在创新社会治理中不可替代的作用,发挥其前沿力量的作用,重在社会工作协同社会治理创新中,凭借协同创新系统治理模式的建构及其运行机制的研究,构建社会工作协同政府实施社会政策、提供社会服务、解决社会问题、化解社会矛盾的"四大机制"。

At present, the innovation of social management to social governance is a great theoretical improvement of the Party's governing concept and method, and the essence is to emphasize the government duty and implementation of 'multi-governance'. In this trend, with professional, occupational social service, the unique advantages in solving social problems and resolving social contradictions, social work becomes the front-force of synergistically innovating social governance. There are still a series of problems of synergistic innovation of social work and social governance in the practical operation, such as how to realize the social cooperation and synergistic innovation. In order to solve these problems, we should realize the irreplaceable role of professional social work, exert its front-force role, and with the construction of governance mode and research on operation mechanism of synergistic innovation system, structure 'four mechanisms' of implementing social policy, providing social services, solving social problems, resolving social conflicts in synergistic innovating of social work and social governance.
