社区工作与社会治理创新——对S市M社区的个案研究

An Innovation of Community Work and Social Governance:A case study of M Community in S City

在现有的社区治理框架中,城市基层治理如何实现真正的公众参与和多元主体的共治,从而促进社会建设?S市M社区近些年来的垃圾分类回收实践与可持续发展的社区治理过程,呈现出社区工作的一系列运作机制,从而实践了在基层政府引导下,社区多元主体自主进行生活垃圾分类回收,有效促进公众参与和社区建设的有益探索。M社区在公共事务中的治理经验无疑是实现社区治理转型上的一大创新。该案例研究显示,在社区治理中,充分发挥社会组织的作用,并形成居委会与社会组织的有效联动机制是实现基层社会治理与社会建设的有效途径。

In the framework of the current community governance, the subject matter of urban grassroots' governance is how to realize public participation and make the multi-subjects together to facilitate social construction. Through participants' observation and in-depth interview as well as the presentation of the mechanism of community work, the authors investigate waste sorting and recycling in M community in recent years,examine the feasibility of sustainable development of community governance, and contend that under the guidance of the government, waste sorting and recycling should be established by and for the community.From these aspects, the practice of M community should be a great innovation of and contribution to community governance.The case study also shows that it is of vital importance that in the community governance,effective communication should be established between residents' committee and NGO for better social governance and development.
