摘要
应急救护培训是世界各国红十字会组织的强项,群众性应急救护培训的普及也是红十字会的法定职责。在我国社会转型以及风险社会的背景下,红十字会在应急救护培训联动管理中应当发挥主体性作用,为此,需要加强联动管理。作为一个开放性的生态系统,应急救护培训联动管理在构建及资源整合的过程中需确立自身的技术边界与社会边界,根据应急救护培训的资金支持与授权以及应急救护培训工作的行动提供这两条标准,红十字会应急救护培训可确立若干不同的联动管理模式。
Emergency rescue training is the Red Cross organization's strength in all countries. Popularizing mass participation's rescue training is the statutory duty of the Red Cross Society. Under the background of social transformation as well as risk society in our country, the Red Cross Society should play a principle role in the emergency rescue training linkage management. For this, we need to strengthen the linkage management. As an open ecosystem, the emergency rescue training linkage management ought to establish its own technical boundary and social boundary in the process of contraction and resource conformity. According to the financing, authorizing and the actual delivery of the emergency rescue training, the Red Cross Society can establish different linkage management models.
