The proposal of＂Internet＋＂action plan led society into a new era that promoted the concept of integration, innovation, humanism and ecology. For the purpose of sustainable development, Digital Archives should revolutionize the traditional management model to develop cultural management through combining five aspects including organizational culture, resources culture, service culture, user culture and synergy culture with the times.
