基于资源禀赋的耕地承包经营权流转适宜性分区研究

Research on Division about Suitability of Contracting Management Right Transference of Cultivated Land Based on Resource Endowment

研究目的:探讨影响耕地承包经营权流转因素的分异规律并划分适宜性分区,为确定土地流转提供数据支撑和理论支撑.研究方法:选取自然质量、区位、景观指数和劳动力资源等因素,进行流转适宜性评价指标体系构建,综合运用特尔菲、修正法、GIS缓冲分析和四分法等方法,以耕地图斑为评价单元进行承包经营权流转适宜性分区.研究结果:1)就数量而言,双流县高度适宜流转区为25 274.79 hm^2,中度适宜流转区为1 777.73 hm^2,一般适宜流转区为13 572.83 hm^2,不适宜流转区为4 849.79 hm^2,分别占耕地面积的55.58%,3.91%,29.85%,10.66%.2)从空间分布来看,主要呈现出了大集聚与小分散的特征,即高度适宜性分区与一般适宜性流转分区分布较为集中,而中度适宜性分区和不宜流转分区相对分散.3)适宜性较低地区主要受修正因素中的对外交通、田块形状和集中连片度指数等因素限制.研究结论:在耕地适宜性流转评价过程中,采用农用地定级的思路,但在评价指标选择、指标的测算和最终确定分区标准中均存在着显著差别,使划分结果更好的揭示了其空间分异规律与限制性因素.

The purpose of the paper is to provide support for the management right of cultivated land transference with division about suitability based on differentiation regularity of influence factors. Methods of Delphi, correction method, buffer analysis, and quartering were employed. Natural quality, location conditions, landscape indices, and labor resources were applied to construct sys- tem of suitability about transference with the cuhivated land figure as evaluation unit, which the zones were divided. The result indi- cates that the highly suitable, the medium suitable, the margin suitable, and unsuitable cultivated land＇ s area are 25 274.79, 1 777.73, 13 572.83 and 4 849.79 hm^2, respectively. The corresponding proportions are 55.58% , 3.91% , 29.85% and 10.66% , respectively. In the spatial distribution, the grand centralization is along with small dispersion which indicates that the highly suitable and the margin suitable is centralized and the medium suitable and the unsuitable is dispersed. The research shows that the thought of agricultural land grading was applied, but it was significant different in index selection for the evaluation, calculation of indicators and standard of division. The differentiation of regularity and restrictive factors were revealed better than those in agricultural land grading.
