生态民政,由生态经济催生的一个概念,它是生态社会建设的"均衡机制"。本文从生态民政的社会角色出发,提出了建构生态民政的理念、内涵、机制三个理论维度:其理念在于降低生态经济的发展风险,维护社会生态系统健康运行;基本内涵是保护生态,满足、发展民政对象的社会需求;而运行机制不仅在于对传统民政工作观念与技术上的更新,而且更是民政管理与制度的创新。

An ecological civil affair is a derived concept from ecological economy. It is ＂balanced mecha- nism＂ of the ecological society construction. In this paper, it puts forward three theoretical dimensions that are the constructions of concept, connotation, mechanism of the ecological civil affairs. The idea is to reduce the development of ecological economic risk and safeguard social ecosystem health; Basic connota- tion is to protect the ecology, meet and develop the demand of society ~ And operation mechanism is not only to update the traditional work idea of civil affairs and the technical, but also innovate management and system of civil affairs.
