外部评审是指南制定的重要环节,是指南质量控制的关键。笔者通过查阅国际知名的指南制定机构所发表的指南制定手册中关于指南评审的内容,同时结合国内标准制定过程中的标准意见征集及标准审定程序,提出了指南在制定过程中及方案发表之进行外部评审的操作方法及程序。

External review is an important link of the development and quality control of a guide. The authors had consulted a number of international institutions of guidelines development to find how to review guidelines. In addition, the comments collection and validation procedures of national standard development were also referred. In this paper, the method and procedure of external evaluation of guidance were presented.
