摘要
党的十八届三中全会明确提出"推动地区间建立横向生态补偿制度",表明相关的制度建设将会加快。但到目前为止,理论界和实践界对横向生态补偿制度的概念、特征、类型等基本内容都还不甚清晰。通过对横向生态补偿的基本概念和特征进行研究,深入探讨横向生态补偿制度中的补偿方式、补偿标准、补偿思路等内容,以期能为深入研究相关问题奠定基础。
