摘要
在知识经济时代,国家间的竞争越来越演化为人才的竞争,尤其是步入新世纪以来,俄罗斯面临着经济转型的任务,为了满足经济社会对新型人才的需求,俄罗斯提出了国家人才战略目标,其主要任务为:增加青年英才在人才结构中的比重、明确优先发展领域的人才培养数量、强化对高级人才的吸引与管理。而作为人才培养主阵地的高等教育,为了配合国家人才战略的实施,需要从高校组织结构中优质院校的建构、人才培养的方式、教育教学内容与形式等方面进行相应的变革,为国家培养和输送各行各业所需的高水平人才创造条件,从而发挥高等教育应有的社会功能。
In the era of knowledge economy,competition among countries is more and more attributed to the quality of talents. Since it stepped into the 21 st century,facing the task of economic transformation and to meet the need of newtalents,Russia presented national talents strategy. Its primary mission includes increasing the proportion of young talents in the composition of talent structure,identifying the quantity of talent training in priority development area,and reinforcing the attraction and management toward advanced talents. In order to facilitate the carrying out of national talent strategy,the higher education institutions,as the main front of talent training,should start corresponding changes in the construction of high quality universities,the methods of talents training and the contents and forms of education,so as to create conditions for the training of high-level talent in all walks of life and play the proper social function of higher education.
