高校中层干部关怀制度建设简论

On the Construction of Middle-level Cadres Caring System in Colleges and Universities

摘要 中层干部是高校管理者的重要组成部分,高校在对中层干部进行严格管理监督的同时,还需要从政治、思想、精神、心理和工作诸方面对中层干部进行关心和爱护,并建立相应的关怀制度,如此充满人性化的关心和爱护氛围将会最大限度地激发他们的工作主动性、积极性和创造性,进而增强高校的创造力、战斗力、凝聚力和亲和力。中层干部关怀制度是对高校干部选拔任用工作机制的有益补充,更是扎实推进高校改革和事业发展的必要制度保证。 The middle-level cadres is an important part of management in colleges and universities,thus colleges and universities should not only supervise them strictly,but also needs to give caring and love for the middle-level cadres from the political,ideological,spiritual,psychological and working aspects,and establish the relevant caring system. The work atmosphere with humanized care and love will motivate their initiative,enthusiasm and creativity further,thereby strengthening colleges and universities' creativity,and promote effectiveness,affinity and cohesion. The middle-level cadres caring system is an enhancing supplement to the working mechanism of cadre selection and appointment. Also,it is a necessary institutional guarantee to solidly advance the reform and development of college and university.
