陆良县恨虎坝中型灌区引入社会资本解决农田水利建设与运营管理实践探索

Exploration of introducing social cost for solving farmland water conservancy construction and operation management in Luliang County Henhu Dam medium-sized irrigation area

按照"先建机制,后建工程"的水利改革思路,陆良县恨虎坝中型灌区创新机制试点项目,通过招商方式引入社会资本,参与农村田间水利工程建设与营运管理,促进了政府与市场有机结合、两手发力,建立了农田水利良性运行机制,实现了田问水利工程"有人管、费能收、坏能修、长受益",解决了农田水利"最后一公里"问题。本文介绍了该项目的主要做法及经验,并提出了复制推广的具体建议。

Mechanism pilot project is innovated in Luliang County Henhu Dam medium-sized irrigation area according to the water conservancy reform concept of ＇ building mechanism first and construct project afterwards＇.Social capital is introduced through the mode of social capital investment.Social capital participates in rural farmland water conservancy project construction and operation management,and promotes organic combination government and market with synchronous focus.Farmland irrigation benign operation mechanism is established for realizing the purpose of ＇ managing by special personnel,collecting fee,repairing damage and benefiting for long-term＇.The ＇ last 1 km＇ problem of farmland water conservancy is solved.In the paper,main practice and experience of the project are introduced,and concrete suggestions of duplication and promotion are proposed.
