基于军民融合的军地企业科技资源一体化配置研究

Study on the Integration of Science and Technology Resources Allocation Based on the Integration of Military and Civilian Military Enterprises

创新驱动国防建设与经济发展,是推进军民融合深度发展的关键。实现军地企业科技资源的一体化配置,日渐成为推进军民融合深度发展的战略选择。文章运用博弈论工具分析军地企业科技资源融合配置的行为模型,探究了军地企业科技资源一体化配置的合理性以及存在的问题,并针对这些问题提出了相应的对策。研究表明,为更好地推进军地企业科技资源的一体化配置,需要加强政府激励机制,搭建军地企业科技资源供需对接平台,构建军地企业利益相容机制,完善军品市场准入制度。

Innovation is the key to promote the deep civil-military integration. The coordinated allocation of civil and military enterprises resources has become a strategic move to deepen the integrated civil-military development. Using game theory, this paper analysis the scientific resources allocationbehavior model of civil-military enterprises, exploring its rationality, problems and respective measures. The research finds that government stimulus, the demand-supply platform between civil and military enterprises, the compatible interest mechanism and military market access system are needed to promote the coordinated allocation of scientific resources of civil-military enterprises.
